The Richmond City Council
The Richmond City Council oversees the General Plan process and will grant the final approval for the finished plan. The City Council will also be active throughout the General Plan process in reviewing material and providing opportunities for the public to comment at public hearings and open City Council meetings.
The Richmond Planning Commission
The Richmond Planning Commission also plays a critical role in the General Plan process. The Planning Commission will be reviewing the proposed plan and making a recommendation on the plan to the City Council. Like the City Council, the Planning Commission will also be active throughout the planning process.
The General Plan Advisory Committee
The General Plan Advisory Committee (GPAC) is an important component of citizen involvement in the General Plan process. Composed of city residents and business owners appointed by the City Council, the GPAC will work with Richmond city staff to consider the many planning issues that the General Plan must address, and will make recommendations to the Planning Commission on concepts and policies that residents would like to see in the General Plan.
GPAC Objectives:
Each GPAC meeting will be a forum for discussion and brainstorming. During the General Plan process, the community will explore a variety of ideas and alternatives before identifying the plan that best serves the greater Richmond community. The GPAC will be instrumental in supporting City staff as they assess ideas and make decisions, and GPAC members will be able to communicate many of these ideas directly to their neighbors, colleagues, and others in the Richmond community.

The Technical Advisory Committee
The Technical Advisory Committee (TAC) for the General Plan is a forum for city department heads to offer technical expertise to the planning process. TAC members will offer specific guidance on technical decisions, policy recommendations, and other elements of the General Plan.
The City of Richmond Planning Department
